When the voltage of C reaches a certain level, the T1 transistor is switched on. When T1 is switched on, T2 is also transmitted and the relay operates. If B is pressed, the circuit will return to the beginning as C will discharge. So the receiver does not work for a while. After a certain period of time, it starts working again.
